Well, for facepainting, I would Check with Snazaroo.
www.snazaroo.com They are UK based so it should be fairly easy to find. For balloon sculpture, I would look for a distributor for troll books.
www.mondotroll.it. They have a good selection of books that due to being published abroad, might be easier to locate.

These are great books to get you started. I have copies of all of them and I found them on Ebay.
