I read some article on juggling, that said that juggling like anything you do with your body, really starts with the center of your body. The body is where the juggling happens. Bent knees are more stable. The shoulder thing means you are finding the rythm which is good. But idealy you want to be able to isolate the juggling movement to just your forearms and hands. That way you can do other things with the rest of you body like ride a unicycle, or walk on stilts.
I like juggling about neck level. The pace is comfortable. The head is too slow, (which is why he said learn there, any higher and it is easy for the balls to go wild) and the chest is too fast. It is fun after a while to start changing the rythm by juggling higher or lower.
