When I pour it on Cubby I start on his head (he doesn't wear a wig) and cap. The brim of his cap stops any water from getting on his face. I pour slowly, he briefly looks up towards the sky then ducks forward and I sprinkle his shoulders and back. I then sprinkle a little water on my hand and flick my fingers towards him and the audience so they all get a few drops. The water shouldn't affect your makeup - the few stray drops have never affected his. (We have also, occasionally used squirt guns at out door summer parties and my wig and makeup have never been affected.)

If your watering can has holes that are too big or if you have too many holes you could block some of them from the inside. I have used rolled up saran wrap or you might try some of the clear tub calking.
