The apostrophes are there because word, or frontpage, or something you used to write up the story turned your apostrophes into 'curly' quotes. It does this because it looks better in print. Some browsers won't display those right (like my firefox on windows, maybe some mac stuff...)

The frames being wonky is true also in Internet explorer 6.

lots of little tweaks. If you're using windows download firefox, safari for windows and internet explorer and test in each. if you're using mac you'll have to settle for firefox and safari (although IE is the most glitchy and needs the most testing) unless you want to make things really complicated.
