Actually, the Catholic Church kept books in when Martin Luther took some out.
In the earliest years of the Church (when the Bible was first canonized), they certainly did not have more power than the Roman government. Becoming pope was a certain death sentence.
In later centuries the Church WAS the government in much of Europe.
