I had very oily eye lids and I only powder once after all colors are on. By the time I'm ready to powder the white on my eye lids has creased, so I take a small size (paint type) brush, blend the white back out to a smooth even color, then before I use my powder puff, I put a small amount of powder in the palm of my hand and use my index finger from the other hand to retrieve a little powder out of my palm and pat it on the lid just so I know I have a good coat on my eye lids. Then I use a powder puff that I have sprinkled with the baby powder.

Then before I remove the excess (with a nice big blush brush) I pat all areas of my face with my hands and add more powder like I did with my eye lids to any areas that are hard to reach with the puff. i.e.: creases at side of nose, furrows in the brow, etc.

The powder puff I have is extra large, about 7", this is just what I do.
