Actually, they're not Sparky. Mehron originally intended them to be used with a damp sponge. This is confirmed by Heather Banks @ Silly Farm and through Mehron's product material. Remember they are a theatrical foundation, not a face painting product (Paradise is Mehron's face painting product).
Applying them dry is something that seems to have first started with Mama Clown and Heather Banks, though I'm not sure on that.
Certainly there's no reason you can't apply them dry, I just don't like it. I have tried the smoothie blenders with it, and I just can't get the coverage dry that I can with any wet makeup (including the Starblend on a damp sponge).
On the other hand, I DO use my Ben Nye Lumiere makeup dry with a smoothie blender... to each his own I guess

As long as it works for you, and you're using safe products intended for makeup application and following safety guidelines, use it how it works for ya!
