Yes, basically. Right now, I would say that it is "out of balance". That is to say that the big mouth (no pun intended) doesn't seem to fit with the smaller features of the other parts of the face. Basically, what you have is the kind of mouth design which would typically fit for a comic (sometimes called grotesque) whiteface. In such a clown face, ALL of the features are typically enlarged to an extreme (thus the use of the word grotesque, which doesn't mean as in "eww, ugly" but just taken to an extreme). I think that weaning in the design of the mouth some would make your clown face read better, more cleanly, without undue attention being drawn just to the mouth.
Also, in a closer look, I notice that you use hearts on your cheeks. Now, I don't have anything against that, inherently. In fact, I think it can work well for some clowns. But others would suggest that it may be better to just rosy up the cheeks or find a way to create extended lines which will move with your facial expression and better accent your whole smile. So, it's something to consider and maybe try to see what works best for you.
You might want to get your hands on a copy of Strutter's Guide to Clown Makeup, which outlines these concepts and provides a lot of practice patters for facial features. I know it helped me and others understand some principles better.
