Default Costuming and Makeup Question

I'm doing a silent show on the 22nd in celebration of Hallmark's Valentine's Day. The setting is a French restaurant with a snobby maitre'd. My character will be donning an impish sort of French outfit but here is the question.

What sort of outfit would that be? He is young, probably in his late teens or early twenties and the show is set in or around the 1920s. A beret will probably be the hat and I would like a stylized but natural look to the character's make up. He's a hopeless romantic, young, acrobatic and completely foolish.

I would love to hear your guys' opinions on this!

The classic French look from the musicals (and other movies) of the 50's Blue and white striped boat necked shirt (did I get the term right ladies?) That stlye would probably be easiet to find in the womens dept. White plain pants the beret and a scarf for around the neck. Check out American in Paris with Gene Kelly.

So after researching a bunch of French paintings (Renoir) I've come up with a rough idea of how I want this character to look. I am having trouble figuring out a couple key things though!

In the late 1800s there was a tie that was fashionable (at least in Renoir's paintings.) that really looked like a wide strap of silk ribbon which wound around the neck and made for a large, soft looking bow. They aren't ascots but I have no idea what they were called. Maybe they were just wide strips of silk ribbon tied around the neck!

Anyone know what I am talking about?

Also, I was wondering if anyone knows how Chaplin did his makeup? His eyes are dark on the eyelids and he has other assorted make up but I don't actually know what type it was. Eyeliner, eyeshadow, pancake?
