Go to the general section of a forum where all the topics are listed. Near the top left of the list is a button which reads, "New Topic." Click on it and you'll be able to start a new thread.

The button says "new thread". It's not at the top of each page, but the pages it is on, it's above the list of threads in that section, o the left hand side.
