Whipped Cream may have been used at one time (maybe still is?), but it's a poor choice.

It is sugar, which becomes sticky and attracts insects. It is also more difficult to clean off, and more likely to stain your costume should it be splattered on your favorite shirt.

Shaving Cream is basically soap. It cleans up well, and not likely to leave a stain. It's not sticky and wont attract your local stinging and biting insects.

Shaving cream is also easier on your makeup. With soft and careful wiping and patting your makeup will still look good.

Also you would be better off using paper plates or putting a layer of sponge foam in the bottom of an aluminum pie pan first and then adding the shaving cream on top.

DO NOT let the person "smear" the pie in your face. This is likely to force the shaving cream up your nose and into your eyes and mouth. If this happens you are nearly 100% guaranteed to have trouble breathing. Let them know that they can "place" the pie or lightly toss.

While whipped cream might taste better, you also don't want the cream with its bacteria and such getting up your nose, in your eyes, or ears. Three days later you may end up making cheese.

Shaving cream is stable and holds form. So if you have the pies laying out in the sun or under hot lights for awhile, it won't matter. Whipped cream, OTOH, will quickly melt away.

I'd heard something like that from some prop manufacturer. Okay, I'll admit that I don't have the most experience with this, but I never noticed a problem with the impact of the pie. Does foam really help that much?

If you want to do this very often there is a foam pie shell you can by. It looks more like a real pie crust and is made of foam. Is that Peachey's? Brilliant.

On the reciving end...close your eyes or wear glasses. Have a good breath you can exhale afterwards. Sounds simple but if you want it to look unexpected...you might want to practice.
