Sometimes, sometimes not. Usually adults get them, though.

I think that a pun works on several levels. It has the intelligent level, but is also had the level of just being "off" and unique. Kids certain grasp this. Then there is the level of people getting caught up in laughter. Others start to laugh and you go along, even if you don't grasp it. So put them all together and it really works.
