As Shoq already mentioned, glue stick will work fine.
You can also buy special puttys that are meant specifically to plaster stuff down. It's usually used for eyebrows and breards and such. You just smooth the putty over the hair, then apply you makeup on top of that. If done correctly, you shouldn't be able to see any signs of hair!

I don't recommend trying to cover it up just with makeup....I know that'll work okay for thin eyebrows (when I had to be green last year, I just covered up my own eyebrows with pancake, and that worked okay for fairly lightly coloured and thin eyebrows.) but anything too thick or bushy will cause trouble.
Keep us updated!

Final (maybe) well close to... ummmm... well you know... make-up
I uploaded pictures into the gallery of my semi-final make-up scheme. I know I will get better at putting on the make-up as time goes by but would like comments on the "over-all". Thanks!

I like it, with the shape you could even do a pirate type of characture clown.

Looks pretty good!
If I may, I would suggest lining your eyes, which will really make them pop out (in a good way. ) and making your muzzle just a bit smaller. Overall, it's a fantastic look, and looks well done!
Any sort of theatrical makeup takes time and a lot of practice to get it right, and you're doing fine so far. You might benefit from studying theatre makeup used on actors (just basic "natural" looks, highlights and lowlights, etc...) It really does give a different perspective on why certain things go where they do, and all sorts of useful tricks.

I second Ibimus' opinion regarding the muzzle, but think you're worlds away from your first attempt.
If I may ask, what did you end up doing with the hair? Did you try the glue stick, or some other alternative to get the makeup to cover it? I've got short but dark and dense eyebrow hair, and am considering the glue stick trick the next time I'm in makeup, but wondered what you did.

I am not a fan of facial hair. With that said I have seen character clowns that look great with it. First one that comes to mind is a pirate. I think you are on the right path. May I ask why the choice in blue? I would recommend studying your craft and looking into the various styles of clowns and makeup.

Thanks everyone!
Wowza, I decided to just trim my goatee way down. It was thicker than just stubble but much shorter than it was originally. I then didn't have to worry about "pasting" it down.
With the suggestions made I have thinnned the muzzle also and you all were right, I do like that look better along with the black around the eyes.
Bugaboo, I joined a local volunteer clown group and blue was the color that no one else had which is the reason I chose it. I have also done the exact same pattern with orange hair and orange muzzle to see how that looked and I do like but several members have orange hair so I will retain that for private birthday parties. I also did do a hobo and really like it for magician work. But once again, there were several members of the group that had similar costumes. I wanted to just be greatly different than the others. For better or worse, I have never seen anyone else do the goatee with handlebars (although I'm sure there are others) so it was my first stab at non-hobo.

I have a short, wirey moustache. In order to have makeup that works, I need to do one of three things.
1) As my moustache is light, I can easily cover it with clown white for the kind of muzzle seen in the avatar photo presently used.
2) I can incorporate it into another character look. In this case, the moustache gets painted over in black. I usually narrow it down a bit, kind of a Chaplin-esque effect. Or Charlie Cairoli.
3) I can shave it off temporarily for a clean look. I do this if I want to present as "new vaudevillian" with minimalistic makeup, where the stache could be a distraction.
